Odisha University of Technology and Research (OUTR), located at Kalinga Nagar in Ghatikia, Bhubaneswar, is a public technical university established in 2021 by upgrading the College of Engineering and Technology (CET), Bhubaneswar, through the Odisha University of Technology and Research Act, 2021. Originally founded in 1981 as a constituent college of Odisha University of Agriculture and Technology (OUAT), CET was transformed into OUTR to strengthen technical education and research in Odisha. The university is recognized by the University Grants Commission (UGC), approved by AICTE, and accredited by NAAC with Grade A. OUTR offers undergraduate, postgraduate, and doctoral programs in engineering, technology, and applied sciences. Admissions are conducted through national and state-level entrance examinations such as JEE Main and OJEE.
